Free Affiliate Services and Network Closures

Dear Affiliate,

Effective May 4, 2009, Pulsar Marketing Inc. will; at least temporarily, close all of its free affiliate services and affiliate marketing channels, except the Credit Federal Flat Daily Rate network. The reason is because we cannot continue to absorb losses, so we must take action to cut costs as have many other companies in the credit market.

As you are well aware, the credit crisis has affected several affiliate marketing verticals related to sub-prime (as well as prime) credit offers. We have all seen credit companies scale back or completely withdraw from affiliate marketing, thereby reducing affiliate revenue opportunities. As for affiliate networks like Pulsar Marketing Inc which focus on the financial arena, the impact of the subprime meltdown is far more devastating, to the point where outsourced, third-party affiliate marketing has become cost detrimental. Revenue opportunies have dwindled, but the cost of managing affiliates has increased because credit companies which continue to market via affiliate channels now require ever greater affiliate marketing management for content compliance. The overhead of affiliate management is outweighing profit margins.

This inbalance has been ongoing for months, during which time Pulsar Marketing Inc had absorbed the losses by drawing upon reserves. To maintain our position in the financial marketing vertical we must maintain solvency, beginning with cost reduction.

Our objective is to take as less drastic actions as possible so we may continue to offer a revenue opportunity to our affiliates even during these troubled times. We will close down affiliate channels which result in the highest cost to Pulsar Marketing Inc. As previously stated, although there are less credit offers and less revenue opportunities for affiliate marketers, financial advertisers demand greater monitoring of affiliates for compliance and the increased monitoring has raised management costs.

To eliminate affiliate monitoring costs and thereby reduce overall affiliate management losses, we will:

• 1) Temporarily close all channels other than our Credit Federal Flat Daily Rate network -
  
  We will keep this channel active since the Credit Federal Flat Daily Rate network promotes our clients by placing a link to our internal CreditFederal.com website (instead of links directly to clients) onto affiliate websites. In this manner, not only is marketing content controlled but also the cost of monitoring affiliates for compliance is eliminated. And by keeping the Credit Federal Flat Daily Rate channel open, we are also able to continue offering a revenue opportunity to affiliates.
  
  
• 2) Temporarily suspend free affiliate services to some affiliates -
  
  Free affiliate services; including Free Domain Hosting, Free Credit Offers Website and our Free Co-Branded Newsletter Software, will be suspened temporarily to certain affiliates.
  Specifically:
  
  Free Domain Hosting - will remain open only to those affiliates who have been; and who are, actively generating revenue monthly via the Free Domain Hosting channel.
  
  Free Credit Offers Website - will remain open only to those affiliates who have been; and who are, actively generating revenue monthly via the Free Credit Offers Website channel.
  
  Free Co-Branded Newsletter Software - will remain open to all affiliates who already have a Free Co-Branded Newsletter account.

Note 1): If you have been generating recurring monthly revenue via Free Domain Hosting and/or Free Credit Offers Website, and/or if you already have access to our Free Newsletter Software, you will not be affected by these temporary closures.

Note 2): For new affiliates who generate recurring monthly revenue of at least $50 per month via our Credit Federal Flat Daily Rate channel, we will offer access to our free affiliate services. For existing affiliates who do not have; or who will lose, access to our free services but who begin to generate recurring monthly revenue of at least $50, we will offer our free services.

Once affiliate credit marketing concerns have subsided and/or the cost/profit margin of affiliate monitoring/management has improved, Pulsar Marketing Inc. intends to re-open all of its affiliate marketing channels and to restore all of its free affiliate services.
